What can I put around my home to stop a neighbors male cat from spraying?

I have a 18 month old male cat who was fixed over a year ago or when ever it was the vet said 'Lets do it now now'. I have neighbors who do nothing but cause trouble and stay on drugs day and night.They have cats who run the neighbor hood and have been spraying around my home,I caught one inside my garage. Is there anything I can use to deter them from spraying besides killing them?
