What is ground-level ozone?

An air quality report on Houston, TX says that Houston has met 5 of the 6 National Ambient Air Quality Standards. The one standard that Houston is still trying to attain is ground-level ozone. I was just wondering what ground-level ozone is. I'm only in 6th grade, he-he, so please don't think I'm an idiot or something!
