Will a feral cat ever get un-feral?

my gma has had a cat for like a yr and she found it in the trash can outside her house when it was a little kitten.. and it still will not play wit nobody and hides in the closet all day and wants to go outside at night and he is sooo picky he will only eat Fancy Feast why do they do this? He scratches her everytime she touches him.
