What are these small brown finches that are around now that have a distinct phrase-like call?

Once they start their call it's like they are reving up and then they always do the whole call every time - or at least they prefer to. What kind of birds are these? I live in San Francisco. They are finch-like, brown with kind of a stiped/caumouflage color like a lot of birds have.
